Is it correct, that after won set my rating go down? (I don't care about points but it's interesting for me what algorithm is using to count a new rating)

Yes that has been the way it has worked for some time, there are a couple of occasions when you can win and have your rating go down.
The will change soon, I have changed the code that calculates the ratings but it hasn't been put up yet, I'm waiting to implement set-based ratings for live games before it goes up.
You can find how ratings are calculated in the help files, and by searching the forums.
